(6) when schools in Birmingham were last monitored by Her Majesty's Inspectorate in order to establish that the legal requirement for a daily act of collective worship was being observed;

§ Mr. Chris PattenThe role of Her Majesty's Inspectorate is to report to my right hon. Friend, from evidence gained by inspection, on the strengths and weaknesses of education nationally. It is not its function when inspecting maintained schools to check whether particular statutory requirements, such as those for collective worship, are being observed: but if it had reason to believe that a school was evading such a requirement, it would raise the matter with the head teacher or the local education authority concerned and would, if necessary, report it to my right hon. Friend.
