asked the Secretary of State for Foreign and Commonwealth Affairs if he will request the Government of Argentina to recall Senor Juan Eduardo Fleming, head of the Argentinian interests section at the Brazilian embassy, following the M25 motoring incident, for failing to observe the standard of behaviour required.

No decision will be taken until we receive the police reports on the incident. We expect them shortly. The White Paper on deplomatic privileges and immunities made clear that stricter standards would be applied on breaches of the criminal law by diplomats. We normally request the withdrawal of a diplomat who has committed a second drink-driving offence, or the first if aggravated by violence, injury to a third party or previous traffic offences.
