asked the Secretary of State for Foreign and Commonwealth Affairs if, when he visits South Africa, he will make it his policy to refrain from meeting any person who has given support to the practice of murder by the placing of burning tyres around the neck of a living human being; and if he will make a statement.

We have consistently condemned the use of violence on all sides in South Africa. My right hon. and learned Friend's visit, on behalf of the Twelve member states of the European Community, is a further effort to promote the dialogue and the suspension of violence that are so urgently needed.
