asked Her Majesty's Government:

Whether, under their proposal that transport licensing authorities should be empowered to take offences under the Control of Pollution Act 1974 into account when considering whether to grant or renew a road haulier's Operator's Licence (H.L. Debates, 30th January 1986, col. 884), carriers of hazardous waste in vehicles under 3.5 tonnes gross weight will be exempt.

Yes, the goods vehicle operator licensing system applies only to vehicles with a gross plated weight over 3.5 tonnes.
