§ Mr. Foulkesasked the Secretary of State for Foreign and Commonwealth Affairs for what purpose Her Majesty's Government were represented by a member of the diplomatic service at the meeting of the Contras held to launch a provisional Government for Nicaragua in San José on 24 November.
§ Mr. EggarA member of Her Majesty's embassy in San José attended the meeting as an observer as part of his normal duties of obtaining information and reporting to us on developments in the area. Observers were also present from a number of other countries, including other European embassy representatives and parliamentarians from three Contadora group countries.
