§ Mr. Soleyasked the Secretary of State for Foreign and Commonwealth Affairs what is Her Majesty's Government's policy towards human rights in Afghanistan in the light of Amnesty International's report on torture in that country, a copy of which has been sent to him; and what action he intends to take.
§ Mr. EggarThe Amnesty International report independently confirms the horrifying picture of the denial of human rights in Afghanistan separately documented in the reports of the United Nations special rapporteur. We have recently co-sponsored a United Nations resolution, which was endorsed by a large majority, expressing grave concern over the human rights situation in Afghanistan. We have already raised the question with the Soviet embassy in London. The Soviet Government can be in no doubt of our concern at these reports of torture and of the complicity of Soviet personnel.
