Mr. Cohen

asked the Secretary of State for the Home Department what criteria he uses in determining whether an application for the funding of community language programmes under section 11 of the Local Government Act 1966 meets the special needs of Commonwealth immigrants.

Mr. Waddington

In considering whether to approve grant under section 11 in repect of mother tongue or community language teaching posts-and all other posts for which grant application may be made—we have regard to the criteria set out in paragraph 14 of Home Office circular No. 72/1986.

Mr. Cohen

asked the Secretary of State for the Home Department what priority he attaches in reaching decisions on applications for the funding of programmes under section 11 of the Local Government Act 1966 to the contribution of such programmes to primary education and the improvement of English learning as a by-product.

Mr. Waddington

At present, all applications for grant under section 11 which are judged to meet the criteria for grant will be funded. We are not, therefore, attaching any higher priority to one sort of proposal than any other.
