asked the Secretary of State for the Environment pursuant to the answer of 11 April, Official Report, columns 210–11, if he will publish the management accounts for the Spectrum centre, Warrington, for 1985 and the budget for 1986 including the annual running costs and debt charges when the Spectrum centre is sold; and who will be responsible for the debt charges.

The management accounts for 1985 and the budget for 1986 are working documents of the Birchwood Project (Warrington) Ltd, the company which owns the Spectrum centre. It is for the company to decide whether to publish financial information other than the official accounts which it must make available under companies legislation. The Warrington and Runcorn Development Corporation issued a prospectus earlier this year on behalf of the company inviting offers to take over management or ownership of the Spectrum centre. Responses have to be assessed by the company and the corporation, and decisions will then have to be made on future financial arrangements, including responsibility for debt charges.
