Friend has previously made it clear in refusing consent under section 91 of the Local Government Act 1985 in respect of a proposed GLC payment of £6.4 million to the London borough of Camden for the purpose of defraying expenditure on the conversion of the Roundhouse, that he was not satisfied that the expenditure would be expedient or in the interests of London's ratepayers. Decisions on funding the Roundhouse are now a matter for successor authorities.
