§ Mr. Allan StewartStudent unions which are not affiliated to the National Union of Students, or which for other reasons wished to respond independently to the open invitation from my right hon. Friend the member for Ayr in his statement of 9 December 1985, at column460, were free to do so. A number did respond by 27 March, but further comments could still be considered.
