The figures for 1978/79 to 1980/81 comprise needs, resources and domestic elements; those for 1981/82 onwards comprise block grant and domestic rate relief grant.Prior to 1981/82, no grants were paid to Metropolitan counties or to precepting authorities in London. Resources element was paid only to qualifying rating authorities. Where appropriate, figures for 1981/82 include grant paid in respect of the Greater London Council and the Metropolitan Police; for 1982/83 grant in respect of the Metropolitan Police is included; in subsequent years Metropolitan Police grant was also paid direct. Figures for grant paid over the run of years shown, therefore, are not on a comparable basis.Grant payments have been revalued to 1985/86 constant prices using the GDP deflator. Figures for 1978/79 to 1982/83 are based upon final entitlements; for later years latest entitlements have been used.
