asked the Secretary of State for the Home Department (1) if he will make a statement on the draft regulations under the Cinemas Act 1985 recently issued by his Department for consultation and, in particular, on the proposal that blind people should be admitted to a cinema only if accompanied by a sighted person;
(2) what is his policy in relation to encouraging independence and mobility for blind and other handicapped people.
