§ Mr. Canavanasked the Secretary of State for Scotland if he will outline the procedure which should be followed during a test burn at a waste incinerator and the methods of sampling and analysis employed.
§ Mr. AncramDefinition, in any particular case, of the procedure for a test burn is a matter for the supplier of an incinerator, for its purchaser or operator and for any relevant regulatory body. In general, the procedure should follow sound principles of experimental design:
- 1. The objectives of the test burn should be clearly defined and all operating parameters should be strictly controlled.
- 2. All samples taken must be analysed according to specified and proven techniques.
- 3. The test run should be reported in detail.
