Mr. Gould

asked the Chancellor of the Exchequer if he will publish in the Official Report the percentage increase in EEC expenditure and the percentage increase in EEC own resources in 1984 and forecasts for 1985; whether the additional subscriptions are to be included in own resources for the purpose of the EEC budget calculations; and what is his forecast of the percentage of spending accounted for them by the common agricultural policy in 1985.

[pursuant to his reply, 15 May 1985, c. 153]: Final outturn figures for the total expenditure of the European Community in 1984 are not yet available. However, the increase in the European Community's estimated total expenditure between the final supplementary and amending budgets for 1983 and 1984—Nos. 2 and 1 respectively—was 8.7 per cent. The IGA moneys serve to fund the 1985 budget as a whole and are pooled with other sources of revenue. The IGA moneys are, therefore, not earmarked to finance specific items of expenditure in the budget. The proportion of spending on the CAP within the total budget is, however, some 74 per cent.
