asked the Minister of Agriculture, Fisheries and Food what steps are being taken by Her Majesty's Government to provide dairy quotas for new entrants to dairy farming other than through inheriting, buying or leasing dairy quota.

At present our priority must be to assist those who are already committed to dairying. That is why we intend to re-allocate quota obtained from outgoers to small producers and to exceptional hardship cases. Young dairy farmers and other potential new entrants to the dairy industry are not of course prevented from doing so if they can acquire a farm with quota on it in one of the ways the hon. Member has described. Given the continuing overproduction of milk in the Community, it may not be in the best interests of new producers or the industry generally to facilitate their entering into dairying.
