asked the Secretary of State for Wales whether any funds allocated under the EEC regional fund for the construction of roads in Wales have been or are to be lost as a result of the decisions made by his Department not to meet any share of the capital expenditure necessary; and if he will make a statement.

I assume the hon. Gentleman's question relates to the revised capital allocation and transport supplementary grant arrangements inroduced in 1985–86, under which transport supplementary grant is payable only on schemes with a capital cost of £5 million or more. These arrangements will have no effect whatsoever on a local highway authority's eligibility for European regional development fund grant.
