Universities that attract additional income whether by endowment or otherwise do not thereby suffer a reduction in grant. Endowment income has not been a factor in determining the distribution of recurrent grant to individual institutions since the quinquennial system was abandoned, except to the extent that such income is already implicitly taken into account in the historic baseline.
