Mr. Dalyell

asked the Secretary of State for Foreign and Commonwealth Affairs what conveniently available figures he has for that part of the United Kingdom long-term aid programme to agriculture in developing countries which is designed to make developing countries more self-sufficient.

Mr. Raison

There is no separate British aid programme for agricultural development. Most aid for this and other economic sectors is provided under individual country programmes. The following table provides details of expenditure (for the three latest available years) on bilateral project aid by detailed sector, and on other identifiable bilateral or multilateral aid benefiting agriculture. All such aid is designed to improve developing countries' self-sufficiency either directly through improved food production or indirectly through improved national incomes and greater foreign exchange earnings. Other projects, for instance roads, may have a significant bearing on agricultural development.

It is not possible to give figures for manpower and training aid to agriculture which is designed to make countries more self-sufficient.

Equally, Britain's contributions to the EDF, II)A, Regional Development Banks and the UNDP will be used in part for agricultural self-sufficiency, but there are no figures available.
