§ Sir Keith JosephThe figure of £40 million was fixed following careful consideration of the likely range of costs of employing sufficient supervisory staff necessary to secure the reliable and adequate supervision of pupils at midday. Account was taken of the number of supervisors who might be required in schools of different sizes having regard to the substantial number of people already employed by local education authorities to assist with midday supervision.
