§ Mr. Peter WalkerAs the Royal Commission on Environmental Pollution pointed out in its tenth report, the effect on the world climate of global warming through increased atmospheric concentrations of certain substances, including CO2, has yet to be established. The implications for energy policy cannot therefore yet be assessed.
