asked the Secretary of State for Foreign and Commonwealth Affairs what amendments are currently proposed to the Treaty of Rome in respect of the European monetary system; what is the attitude of Her Majesty's Government to each; and if he will make a statement.

The Commission and Belgium have proposed a number of amendments to the monetary provisions of the treaty. In the Government's view, the key to progress in the monetary field lies not in treaty amendment but in practical steps, and in particular the liberalisation of capital movements as provided for in the existing treaty.
