asked the Secretary of State for Transport what progress was made at the last European Council of Ministers' meeting towards agreeing a common shipping policy.

41. Mr. Stern

asked the Secretary of State for Transport whether any progress was made at the recent European Economic Community Council of Transport Ministers' towards meeting the liberalisation of shipping cabotage.

Ministers discussed four of the draft regulations proposed by the Commission, including the regulation which would extend the freedom to provide services to shipping, and instructed officials to continue their work on these draft instruments.
