§ Mr. ButlerWe remain committed to seeking progress towards a comprehensive test ban. As a first step, however, solutions to outstanding problems of verification need to be found. We will continue to work for these at the conference on disarmament at Geneva. The United Kingdom is a signatory to and fully supports the 1963 limited test ban treaty which bans the testing of nuclear weapons in all environments except underground.
