asked the Secretary of State for the Environment if he has any plans to amend the Housing Act 1980 and the Housing and Building Control Act 1984 to extend the right-to-buy provisions to enable tenants to purchase lock-up garages which they have previously rented, or presently rent, with the hereditament which has been the subject of right to buy procedures.

The position under the 1980 and 1984 Acts is that a tenant has the right to buy any land which is "let together with" the dwellinghouse. He can also request the landlord to include in the sale of any land whichis or has been used for the purposes of the dwelling-house".

The landlord must agree to such a request if it is reasonable in all the circumstances for the land to be included in the sale. Where a tenant has completed the purchase of his home, he has no separate right to buy a garage. We have no present plans for further amendments to extend tenants' rights to buy garages.
