asked the Secretary of State for Employment how many young persons on youth training and youth opportunities programme schemes have been involved in accidents, including fatal accidents, since the inception of each scheme.

Since 1 April 1983 MSC accident figures for YOP and YTS have been compiled on a similar basis to those prepared by the Health and Safety Executive (HSE) on employed persons. However, the figures quoted in the table will include a number of accidents, in particular road traffic accidents during scheme time and accidents to trainees in educational establishments, which may not have been reportable to HSE had the individuals been employed.

Major injuries on YOP during the period 1 April 1982–31 March 1983 have been reviewed by MSC using the criteria laid down in the Notification of Accidents and Dagerous Occurances Regulations (NADOR). There were originally 311 recorded major injuries, but following the review 123 of these have been reclassified as minor injuries thus giving the totals quoted in the table.
