HL Deb 20 November 1984 vol 457 c562WA
Lord Houghton of Sowerby

asked Her Majesty's Government:

Whether, pending legislation on the control of dogs, they will request local authorities to establish, within any control measures, municipally operated and subsidised "speying and neutering clinics" as the most effective method of controlling overbreeding.

The Minister of State, Home Office (Lord Elton)

No. We have at present no evidence of any general agreement on the need for such measures or of any widespread public demand for them.
