asked the Secretary of State for Wales what is his policy towards those dairy farmers who have applied under the outgoers scheme but have been rejected; and whether they will be given time to apply for special case consideration.

No dairy producers who have made valid applications within the terms of the outgoers scheme have yet been rejected. Besides those currently being invited to join the scheme under the first tranche of offers, a further second tranche of offers has now been made to other producers in a higher production band to include those with quotas of up to 250,000 litres. All those who have applied to be outgoers have, like all other milk producers, been able to apply at the same time for special case consideration and many have done so.
