§ Mr. John PattenSouth Tyneside health authority is responsible for the provision of health services in its area, and I understand that it is currently considering what changes it should be making in services for the elderly. Its plans, when endorsed by the regional health authority, will form the basis for monitoring performance and achievements in the review process. If the hon.
