Mr. Cook

asked the Secretary of State for the Environment if he will publish in the Official Report figures showing in constant prices expenditure by local authorities on insulation of their housing stock for each of the last five years; and if he is satisfied that the inclusion of grants for such expenditure in the general allocation has not resulted in a fall in expenditure.

Progress remains on average ahead of the original target of 200,000 dwellings to be insulated per annum. Expenditure on insulation incurred as part of more general improvement, conversion or repair work is not included.
