asked the Secretary of State for the Environment what recent representations he has received about the problem faced by owner-occupiers of older property needing substantial repairs, who are precluded from receiving improvement grants because the property has benefited from a grant within the past 30 years, even though the grant concerned was for minor repairs; and if he will make a statement.

I am not aware of any representations on this subject. Local authorities are responsible for administering the home improvement grant system. Successive grants may be given for improvement or repair work on the same premises. It is for local authorities to decide the circumstances in which applications for such discretionary grants should be approved.
