§ Mr. Kenneth ClarkeNo. Health authorities are responsible for determining the most suitable local recall arrangements and they should monitor the effectiveness of their own cervical screening programme. The draft circular I referred to in my reply of 17 May to my hon. Friend the Member for Staffordshire Moorlands (Mr. Knox) at column259 reminds health authorities of this responsibility.
