§ Mr. John PattenMy right hon. Friend has powers to inspect any premises in which children in the care of a local authority are accommodated, including privately-owned children's homes. In respect of community homes and of children's homes run by voluntary bodies his powers extend to ensuring that their conduct conforms to the requirements of the relevant regulations.
