Mr. Geoffrey Robinson

asked the Secretary of State for Social Services how many claims for repayment of money wrongly deducted from supplementary benefit on grounds of voluntary unemployment have been received by local offices of his Department in Coventry as a result of the advertising campaign in March 1984; how many payments have resulted from these claims; and how many such payments had been made prior to the advertising campaign as a result of the check of current files and the publicity for dormant cases, respectively.

asked the Secretary of State for Social Services how many claims for repayment of money wrongly deducted from supplementary benefit on grounds of voluntary unemployment have been received by local offices of his Department in Rotherham as a result of the advertising campaign in March 1984; how many payments have resulted from these claims; and how many such payments had been made prior to the advertising campaign as a result of the check of current files and the publicity for dormant cases, respectively.

asked the Secretary of State for Social Services how many claims for repayment of money wrongly deducted from supplementary benefit on grounds of voluntary unemployment have been received at the Kingsbury road, Erdington, and Walsall road, Perry Barr, office of his Department in Birmingham as a result of the advertising campaign in March 1984; how many payments have resulted from these claims; what, for each officece, was the total payment made; how many such payments had been made prior to the advertising campaign as a result of the check on current files and the publicity for dormant cases, respectively; and how much was paid out in each office as a result of this check.

asked the Secretary of State for Social Services how many claims for repayment of money wrongly deducted from supplementary benefit on grounds of voluntary unemployment have been received by local offices of his Department at Sorby house, Spital hill, Sheffield and West street, Sheffield, following the advertising campaign in March 1984; how many payments have resulted from these claims; and how many such payments had been made prior to the advertising campaign as a result of the check of current files and the publicity for dormant cases, respectively.

asked the Secretary of State for Social Services how many claims for repayment of money wrongly deducted from supplementary benefit on grounds of voluntary unemployment have been received by local offices of his Department in Wolverhampton; how many payments have resulted from these claims; and how many payments had been made prior to the advertising campaign as a result of the check of current files and the publicity for dormant cases, respectively.

Mr. Gordon Brown

asked the Secretary of State for Social Services if he will list all rulings hitherto made either by supplementary benefit appeal tribunals, by the social security commissioners or by the adjudication officer of his Department, where loans or payments provided under section 12 of the Social Work (Scotland) Act 1968 have been counted as income for the purpose of calculating supplementary benefit and deducted from social security payments.

Dr. Boyson

I am not aware of any rulings given by either social security appeal tribunals or the Social Security Commissioners on the treatment, for supplementary benefit purposes, of payments made under section 12 of the Social Work (Scotland) Act 1968. The Chief Adjudication Officer has given oral advice on this matter to local adjudication officers in response urgent telephone inquiries concerning claimants involved in the miners' dispute. I shall be writing to the hon. Member shortly, as promised in my reply to him on 8 May at column373 giving details of the advice which has been given orally to local adjudication officers.
