Whether they are aware that tenants and ratepayers are not permitted to call at their apartments in the Westminster area with their car for a period of six minutes to collect luggage without being fined, when delivery vans are allowed time for unloading luggage there; and, if so, what is the reason for this.

Loading and unloading regulations make no distinction between private cars and commercial vehicles: both are allowed up to 20 minutes for the purpose. However, rather more tolerance is given to commercial vehicles, in assessing whether loading or unloading is genuinely taking place, because drivers collecting and delivering bulky goods may need to be absent from their vehicles for slightly longer periods.
