asked the Secretary of State for the Environment what timescale he envisages for the repair and, where necessary, replacement of the 170,000 pre-1960 prefabricated reinforced concrete dwellings with serious problems referred to by the Minister for Housing and Construction on 12 March, Official Report, column 82.

Ninety per cent. of these dwellings are owned by local authorities. It is for them to decide the timing of repair or replacement, depending on the extent of deterioration in the dwellings which they own. On the likely time when deterioration will require repair or replacement, I refer the hon. Member to the findings of the Building Research Establishment given by my hon. Friend the Minister for Housing and Construction on 10 November 1983, at column 422. Private owners of houses which originated in the public sector will wish to consider the timing of repair in the light of the proposals for assistance announced by my hon. Friend on 10 November 1983.
