§ Mr. RifkindOn 14 February, I tabled an important proposal on challenge inspection. It has received strong international support. We have welcomed the Soviet Union's statement on 21 February about continuous inspection of the destruction of stockpiles, and trust that the Soviet Union will join us in seeking the urgent resolution of the remaining obstacles to agreement. We hope that the American draft treaty will be tabled shortly.
