§ Mr. WaddingtonIt is estimated that in the financial years 1983–84 and 1984–85 59,000 and 66,500 certificates respectively will be issued. These forecasts have been based on management assessment and output in the first nine months of 1983–84 and are subject to the provisos expressed in annex B of Cmnd. 9183.
