Mr. Terlezki

asked the Secretary of State for the Home Department whether the pre-May 1983 distinction between open borstals and closed borstals had any effect with regard to the rate of recidivism; and to what extent this distinction survives in the post-May 1983 youth custody centres.

Mr. Hurd

The readily available information on reconviction rates is published annually in "Prison Statistics England and Wales" (chapter 8 of the issue for 1982, Cmnd. 9027). The additional information requested could be produced only at disproportionate cost. The distinction between open and closed accommodation is applicable to youth custody centres.

Mr. Dubs

asked the Secretary of State for the Home Department if he will publish the reconviction rates for offenders who have attended detention centres with "short sharp shock" treatment compared with the rates for other detention centres.

Mr. Hurd

We shall make available the findings of the evaluation of the tougher regimes pilot project as quickly as possible after the evaluation report is completed: it will include an analysis of reconvictions.
