asked the Secretary of State for the Home Department what new steps he intends to take to encourage crime prevention.

We shall continue to step up our effort. A £1.5 million regional TV and press publicity campaign is planned for this autumn and we are about to issue publicity material and guidelines to police forces to help them with their neighbourhood watch schemes. The response by local authorities and the police to the joint interdepartmental circular on crime prevention is being followed up in discussions with them, and we are arranging to discuss with representatives of voluntary organisations the part that they can play in preventing crime. The Home Office and South Wales constabulary are planning to hold a conference of representatives of crime prevention panels in Cardiff in October.
