§ Mr. HurdI have seen a copy of the report by the Adam Smith Institute on communications policy which recommends, inter alia, that some of the BBC's services should take advertising and that others should be run as separate entities with different forms of finance. Such reports can make a stimulating contribution to debate on the future of the BBC but we have no plans to change the licence fee system, which we continue to regard as the best available means of funding the BBC's home services.
