asked the Secretary of State for Employment what progress has been made with regard to the new schemes for tender arrangements for private building companies under the Manpower Services Commission community programme; and whether he will make a statement.

Following proposals by the Building Employers Confederation about building or similar projects mounted under the community programme, the arrangements for approving applications have been revised but consideration is still being given to a revised scheme for tender initiative. This would allow greater participation in community programme projects by professional builders and I understand that the Manpower Services Commission hopes shortly to put proposals to me. I shall write to my hon. Friend in due course.
