§ Mr. LuceAs my right hon. and learned Friend told the House on 4 July, at columns 318–19, our first aim is that the talks should take place. Their form has not yet been decided. But we expect that in this area, as in others where the United States has taken the lead and in effect acted for the West, there will be close consultations.
