asked the Secretary of State for Foreign and Commonwealth Affairs if he plans to discuss with ambassadors of east European countries the substance of his recent discussions with Russian leaders in Moscow.

It is our policy to develop a dialogue with eastern European countries as well as with the Soviet Union, but this would not be an appropriate means to that end.
