§ Mr. WhitneyThe Government's policy on the security of small states is set out in the Foreign and Commonwealth Office memorandum published by the Foreign Affairs Committee on 19 July (HC 541), Our objective is to encourage, in consultation with our partners in the Commonwealth and elsewhere, measures designed, through a range of bilateral links and through greater regional co-operation, to prevent crises occurring in small states. We support the Commonwealth study commissioned by Heads of Government at their meeting in New Delhi last November, and have already submitted a contribution to it.
