§ Mr. WhitneyWe believe our most effective course is to mobilise international pressure through the United 697W Nations. We have played an active part in the preparation of a draft United Nations convention against torture and other forms of cruel, inhuman or degrading treatment or punishment, recently submitted to the General Assembly. We shall continue to play a full part in United Nations consideration of human rights violations in particular parts of the world and to do what we can to bring pressure to bear in other ways.
