§ Sir Geoffrey HoweBritain's proposal for a strict financial guideline on the common agricultural policy expenditure was set out in the October 1983 supplement to the Treasury's economic progress report. That proposal is still on the table. We have also made plain our view that budgetary controls must be backed by sensible decisions relating to individual commodity regimes.
