§ Mr. LuceA number of recent Soviet activities give rise to legitimate concern. The Russians have laid themselves open to accusations that they have contravened the intentions of some arms control agreements. We welcome President Reagan's commitment to work for the removal of the obstacles which threaten existing agreements.
