asked the Secretary of State for Foreign and Commonwealth Affairs if he has been informed by the President of the Council of Ministers of the proposals he intends to present at the Brussels summit for resolution of the current problems in the European Community.

Not yet. The French Presidency is engaged in bilateral and collective discussions with other member states. It will no doubt decide, in the light of these discussions, what proposals to put to the Brussels European Council.
