asked the Secretary of State for Foreign and Commonwealth Affairs if, in the context of Her Majesty's Government's proposals for control of European Economic Community expenditure, he will introduce proposals to control the budgetary powers of the European Parliament.

At an early stage in the negotiations the Government tabled proposals for the establishment of a financial guideline for agricultural spending. Since then several alternative suggestions for establishing control over agricultural and other Community spending have been put forward by the Commission and other member states. These proposals and our own are now under discussion. I see no call for further proposals at this stage.
