§ Mr. Meacherasked the Secretary of State for Social Services what has been the allocation each year since 1976, and the percentage change compared to the previous year, to each of the National Health Service regions under the resource allocation working party formula; and what has been the allowance for the teaching hospitals in each of these years under this formula.
§ Mr. Kenneth Clarke[pursuant to his reply, 9 February 1984, c. 755.]: Table 1 sets out for each regional health authority the revenue allocations for each year from 1976–77 to 1984–85 and the percentage growth addition between each year in real terms after allowing for movements in NHS pay and prices. The resource allocation working party formula does not include a specific revenue allowance for teaching hospitals, but the additional NHS service costs arising from the obligation to provide clinical facilities for medical and dental student teaching are protected from the redistributive effects of the RAWP formula. These revenue sums, known as the service increment for teaching (SIFT), for each year are set out in table 1.
Table 2 sets out for each regional health authority the capital allocations and for each year the percentage share of their weighted population entitlement under the RAWP formula from 1979–80, the first year when capital RAWP was implemented. The table also shows the sums provided as a central capital contribution to major teaching hospital schemes.
These figures are all based on the conventions of the RAWP formula as the question stipulates. They are not of course to be used as the best measure of public spending on the National Health Service as the economic cost of the service can be expressed in real terms by comparing increases in cash with increases in the retail price index.
